This takes a mod made by user dunderklumpen on Fallout Nexus and adds a quest to get it. It involves venturing through a multileveled facility with jumping puzzles and locked doors blocking the player's progress, as well as some backstory that attempts to explain the existence of Bullet Time.
To find the building where everything is, head a bit to the right of the Super-Duper Mart from Megaton and you should find a cave. The building is up the hill, but the front doors are locked. You must enter through the cave.
